Research shows that children with a history of maltreatment are 25 percent more likely to engage in antisocial behaviors and to suffer from mental illness. There is a strong correlation between domestic violence and a family's involvement with the welfare system. Approximately 20 percent to 30 percent of women on welfare are current victims of domestic abuse and about 60 percent have experienced domestic abuse at some point in their lives.

Federal law now requires states and school districts to include students with disabilities in assessments and report on the performance of these students. This requirement responds to the evidence that these students are often excluded from education accountability systems, which threatens their opportunity to learn. Decisions about the most appropriate ways for students with disabilities to be included in assessments and the accommodations needed to enable their inclusion are difficult. This Issue Brief looks at the actions Governors and other state policymakers can take to ensure that students with disabilities are included in state and district assessments and accountability systems.
