Guilford directs the NGA Office of Management Consulting and Training. She has more than 12 years of public service experience in the legislative and executive branches of state government, specializing in the management of the business area of state government including human resources, collective bargaining, procurement, construction, information technology and equal opportunity. Additionally, she served on two gubernatorial transitions and two large government reorganization projects.
Currently, Guilford serves as management consultant to governors and their offices as NGA's primary liaison to governors’ chiefs of staff. She assists governors with leading and managing state government; provides on-site consulting as well as printed and electronic information to assist governors and their staff; and organizes an annual series of seminars for governors' office staff on best practices and duties of their individual staff positions. The office also organizes the governors' spouses program. Guilford also coordinates and manages the NGA biennial Seminar for New Governors.
