In 2014, states will be permitted to offer a BHP to certain individuals instead of offering subsidies for participation in the insurance exchange. The discussion focused on the financial, policy and operational assessments states will need to make in determining whether to pursue the BHP.  The webinar, a collaboration with the Robert Wood Johnson Foundation’s State Health Reform Assistance Network, was led by Deborah Bachrach and Melinda Dutton from Manatt Health Solutions. States had a chance to ask questions at the conclusion of the presentation.
