CHARLES THOMAS, the second youngest person to serve as governor of Delaware, was born in New Castle, Delaware, on June 23, 1790. He was educated as an attorney, and entered politics as a member and president of the Delaware State Senate. On June 20, 1823, Governor Joseph Haslet died and Thomas, who was president of the senate at the time, assumed the duties of the governor's office. During his tenure, he continued to implement the agenda and policies of former Governor Haslet's administration.  Thomas left office on January 20, 1824, retiring from public service. Governor Charles Thomas passed away on February 8, 1848, at the age of fifty-seven. He is buried at the Old Presbyterian Churchyard in New Castle, Delaware.
