Military Service: National Guard

FLETCHER DUTTON PROCTOR was born in Proctorsville, Vermont, and graduated from Amherst College in 1882. Two years later he enlisted in the Vermont National Guard, resigning in 1886 with the rank of First Lieutenant. He worked for the Vermont Marble Company, rising to become president in 1889. He was also president of the Clarendon and Pittsford Railroad Company, as well as director of the Rutland Railroad Company, the New England Telephone and Telegraph Company, the National Life Insurance Company, and the Proctor Trust Company. He served as Secretary of Civil and Military Affairs under Governor Ebenezer Ormsbee from 1886 to 1888. He represented Proctorsville in the State House of Representatives from 1890 to 1892, from 1900 to 1902 (serving as Speaker), and from 1904 to 1906, and was elected to the state Senate in 1894. Proctor's focus as governor was on educational and prison reform. Legislation was enacted during his administration providing for the employment of prisoners in county jails, and a Board of Penal Institutions was created. After leaving office, Proctor resumed his business activities.
