The National Governors Association (NGA) and the Council of State Governments (CSG) presented a webcast to provide insight from state government human resource management experts regarding the latest trends and issues affecting the state government workforce, including:

• Layoffs, furloughs and other work force reduction strategies – Which states have implemented them? What are the short- and long-term legal and administrative issues to consider if these alternatives become a reality? The webcast will also highlight the importance of succession planning in making these decisions with a significant percentage of state employees retirement eligible.

• Alternative work schedules – Hear about Utah’s mandatory four-day, 10-hour work week pilot program for state employees, including employee opinion and productivity data, as well as preliminary energy savings information.

• Mandatory collective bargaining for public safety employees – How can states prepare themselves for this legislation that has been introduced with wide support in the U.S. House and Senate (HR 413 and S 1611) that would require all states and localities to collectively bargain with public safety employees?
