The NGA Center for Best Practices Education Policy Studies Division convenes Governors' education policy advisors once a year. This year's Institute was held in Los Angeles, California on April 4-6, 2003. Sponsored in collaboration with the Broad Foundation and the Bill & Melinda Gates Foundation, it focused on state policy solutions for turning around low-performing schools, an issue that will become increasingly prominent given No Child Left Behind's call for the identification of low-performing schools.
Sessions at the Institute focused on:
- Identifying solutions for turning around low-performing schools;
- Examining a variety of state policy approaches to raise student achievement;
- Creating effective state and district partnerships for school reform;
- Strategizing with experts and colleagues to develop state policy;
- Working with chiefs of staff, budget officers, and legislators to support education initiatives in difficult fiscal times;
- Learning about governors' roles in a federal education vision; and
- Discussing with journalists how the media cover education issues.
A seminar on high school reform immediately followed the Institute. Discussion focused on research and best practices for improving high school outcomes, current reform efforts in states, and opportunities to work with NGA on a state high school agenda. Representatives from the Bill & Melinda Gates Foundation talked about their current projects and future plans for state investments.
