Innovation America Kick-Off Agenda

The Innovation America task force gathered in Phoenix, Arizona on Dec. 5 and 6 to launch its effort to strengthen the competitive position of the United States in the global economy by improving the nation's capacity to innovate.

During the two day gathering, governors worked with business and academic leaders to identify challenges to innovation and determine the most promising strategies, policies and programs for addressing them.

The agenda included discussions centered around the state innovation landscape; K-12 science, technology, engineering and mathematics education; and the role of postsecondary education as an engine of innovation.

DECEMBER 5, 2006

Welcome and Overview of the 2006-2007 Chair's Initiative: Innovation America
NGA Chair Arizona Governor Janet Napolitano outlined her Chair's Initiative, including the NGA Winter Meeting and other specific deliverables and their relationship to the Initiative and the role of the Task Force.

The 2006-2007 Chair's Initiative: Innovation America

  • Governor Janet Napolitano moderated a task force discussion about innovation challenges that confront the United States, the role of states in providing solutions to those challenges and Initiative deliverables.
  • Governor Pawlenty moderated a discussion on K-12 STEM (science, technology, engineering and mathematics) education.
  • ASU President Dr. Michael M. Crow moderated a discussion of the role of state postsecondary systems as an engine of innovation.

The 2006-2007 Chair's Initiative: Innovation America

  • Kansas Governor Kathleen Sebelius moderated a discussion of other state policies to support state and regional innovation and facilitate business innovation.
  • Craig R. Barrett, chairman of the board, Intel Corporation, moderated a discussion of the federal role on innovation issues; specifically how federal legislation on competitiveness might be effective. Participants were given the opportunity to consider pending legislation in Congress as well as legislation being developed by NGA and the Council on Competitiveness.

Presentation: The Competitiveness Index - Where America Stands

  • Deborah Wince-Smith, president, Council on Competitiveness, provided an overview of the Council's Competitive Index and the implications for state policy.
  • Governor Napolitano moderated a discussion among state policy teams on how states are working to develop a competitiveness agenda and how NGA can support their efforts.

POLICY STAFF SESSIONS

Plenary: State Profiles of the Innovation Landscape
Panelists defined innovation challenges and set the stage for subsequent sessions by providing unique state data on K-12 student achievement and innovation capacity and previewing the Monitor Group's profiles of state clusters.

This session examined state initiatives that focus on both broad-based (entrepreneurship, tax policy, etc.) and targeted strategies (clusters, state technology funds, etc.) for promoting innovation.

DECEMBER 6, 2006

Plenary: K-12 STEM Education
This session discussed how states can improve K-12 STEM education and training for all students. Topics included creating STEM education centers, improving the quality of the K-12 math and science teaching force, benchmarking state standards and aligning assessment and creating new school models, and how these actions can be aligned with other state efforts to promote innovation.
