Summary of Workforce Investment Act Reauthorization Legislation

Below are two versions of the side by side analysis comparing the key state and local provisions of the Workforce Investment Act reauthorization legislation pending in Congress. The first version compares H.R. 27, passed by the House on March 2, 2005 and S. 9, as introduced in the Senate, with current law. The second version adds the Administration's WIA reform proposals to the analysis.

The Workforce Investment Act of 1998 provides a framework within which governors can organize their workforce development systems. It also authorizes a number of federally funded workforce programs. The Act came up for renewal in 2003 in the 108th Congress, but legislation to reauthorize the Act was not passed. In the 109th Congress, the House has passed its reauthorization bill, H.R. 9 and the Senate is considering its reauthorization bill as part of S. 9.
