Garrett Eucalitto serves as Transportation Program Director for the NGA Center for Best Practices’ Environment, Energy and Transportation Division, where he supports governors’ staff and state policymakers on issues related to transportation and infrastructure. His areas of focus include transportation funding and innovative infrastructure financing and delivery methods, the impact of new technologies such as autonomous vehicles, drones, ride-hailing and electrification, as well as infrastructure and housing resilience.
Prior to joining NGA, Garrett served as Undersecretary for Transportation, Conservation and Development in Governor Dannel Malloy’s (CT) Office of Policy and Management. In that role, he was responsible for researching, evaluating and developing transportation policy as well as finance, environmental, regional planning, disaster resilience and development-related initiatives for Governor Malloy’s administration, while also serving as the administration’s point of contact for the state’s Special Transportation Fund and transportation capital program.
During his time in Connecticut, Garrett served as Chair of the Advisory Commission on Intergovernmental Relations, was a member of the state’s Water Planning Council and served on the Board of Directors of the Connecticut Port Authority.
Previously, Garrett served as Legislative Assistant for U.S. Senator Joseph Lieberman of Connecticut. In that capacity, he advised Senator Lieberman on appropriations, transportation, infrastructure and energy and the environment.
Garrett holds a master’s degree in international relations from Boston University and a bachelor’s degree in political science from the College of the Holy Cross, and originally hails from Connecticut.
