Shums Alikhan

Senior Policy Analyst

Shums Alikhan serves as a senior policy analyst in NGA’s Center for Best Practices Health Division. In this role, she works with the governors on health care issues, with a primary focus on opioids and infectious diseases.

Prior to joining NGA, Shums was a research analyst at IBM Watson where she worked on projects on behavioral health policy, focusing specifically on substance use disorders and opioid use disorder. As a research coordinator at the University of Massachusetts Medical School’s Department of Psychiatry, she supported data management for multiple research studies. Additionally, Shums worked to implement a state-wide postpartum depression program, resulting in screening and treatment for thousands of new mothers.

Shums earned her MPH at the University of Massachusetts Amherst and her BS in Health Science at Boston University.
