Senior Policy Analyst
Environment, Energy & Transportation Division
Tom Simchak is a senior policy analyst in the NGA’s Environment, Energy, and Transportation Division where he supports state policymaking and capacity building in a number of areas of energy policy. These include electricity grid modernization, power sector resilience, and offshore wind energy.
Prior to joining NGA, Tom advised the British government on US energy and environmental policy issues including offshore wind, nuclear energy, and climate change — among other topics — and undertook various US-UK expertise and information sharing programs. He has been involved in various energy policy issues at a number of DC organizations, including the Center for Clean Air Policy, Business Council for Sustainable Energy, the Alliance to Save Energy, and the Bipartisan Policy Center.
He has a Master of Science degree in Environmental Policy and a Master of Letters in Geography from the University of Oxford, where he researched social and cultural impacts of North Sea oil development in Shetland, a Scottish island community. He received his Bachelor of Arts from Oberlin College in Ohio.
