Senior Policy Analyst
Hilary Kennedy serves as a senior policy analyst for the NGA Center for Best Practices’ Health Division. Kennedy focuses on Medicaid transformation, coverage and public health.
Prior to joining NGA, Kennedy served for seven years as senior associate and senior manager at AcademyHealth, where she worked on the State Health Reform Assistance Network. She was also a researcher for the Center for Science in the Public Interest She also served as government lecturer and research assistant at the George Mason University and a legal assistant at Sidley Austin LLP.
Kennedy holds a master’s degree in public policy from the London School of Economics and Political Science and a bachelor’s degree in government from the University of Virginia.
Hilary originally hails from the Philippines and spent much of her childhood in Virginia.
