R. Kirk Jonas
NGA Center for Best Practices
R. Kirk Jonas serves as director for the NGA Center for Best Practices, where he oversees the development and implementation of innovative solutions to public policy challenges.
Jonas has applied and academic experience at state, local and national levels. Most recently, he served as director of the Office of Research Compliance and Integrity for the University of Richmond in the Office of the Provost. For three decades he examined state policies, procedures and agencies as a senior official with the Virginia General Assembly Joint Legislative Audit and Review Commission. Jonas was one of the key developers of Virginia’s “rainy day fund.” In addition to his background with the state and in academia, Jonas is a retired lieutenant colonel from the U.S. Army Reserve.
Jonas holds a bachelor’s degree in political science from Wake Forest University, a master’s degree in political science from the University of Richmond, and various military training experiences, including the USAR Command and General Staff College. He holds a DPA and Ph.D. in public policy from Virginia Commonwealth University.
Kirk originally hails from Shreveport, Louisiana where he spent the first six weeks of his life before moving to many other states and countries as a “military brat” in a U.S. Air Force family.
