Parkhurst directs and oversees NGA’s federal legislative agenda for both the Economic Development and Commerce Committee and the Natural Resources Committee. In this capacity he is responsible for developing and implementing governors’ strategic priorities dealing with economic development, particularly as they relate to financial services, public finance, economic and community development, trade and investment, transportation and infrastructure, housing and communications. He also focuses on issues related to agriculture, energy, the environment and natural resources. Parkhurst is also counsel to NGA’s executive management team on general legal matter and responsible for NGA’s amicus work in federal and state appellate and U.S. Supreme Court cases of interest to states.
