Michael Garcia serves as policy analyst in NGA Center for Best Practices’ Homeland Security & Public Safety Division. Garcia focuses on state cybersecurity, emergency communications, and other homeland security issue areas.
Prior to joining NGA in 2015, Garcia was a scholar at the Bipartisan Policy Center’s Homeland Security Project where he worked alongside the 9/11 Commissioners to publish Today’s Rising Terrorist Threat and the Danger to the United States: Reflections on the Tenth Anniversary of The 9/11 Commission Report.
Garcia holds a M.P.A with a concentration in international stabilization and recovery operations and a bachelor’s degree in political science from James Madison University.
Michael originally hails from Arizona.
