Economic Opportunity Division
Mike Bartlett serves as a workforce policy analyst for the Economic Opportunity Division of the National Governors Association Center for Best Practices, where he assists states in managing their workforce systems and talent development pipelines.
Mike serves as an advisor to senior state officials, focusing on talent development, supporting state workforce boards, and aligning education and workforce development. Mike’s writing and work with states has focused on the state’s role in sector-based industry engagement strategies, work-based learning and apprenticeship, and workforce system alignment.
Prior to joining NGA, Mike served as policy advisor to Kentucky Governor Steve Beshear, responsible for implementing the governor’s initiatives on such topics as childhood nutrition, school safety, healthcare reform, tax reform, and workforce development.
Mike holds a master’s degree from the Patterson School of Diplomacy and International Commerce, and a bachelor's degree in political science from the University of Kentucky.
