Rosalynd Mosser

Senior Policy Analyst

Rosalynd Mosser serves as a human services senior policy analyst on the NGA Economic Opportunity team. In this role, she supports work with Governors’ staff and state leaders to strengthen social service programs and delivery systems. Her areas of focus include anti-poverty programs, child welfare, juvenile justice, and refugee social services.

Prior to joining NGA, she served as an analyst at the Center for the Study of Social Policy, where she supported the organization’s public system reform initiatives and led a national research project on service delivery in out-of-home care for young people in child welfare, juvenile justice, and runaway and homeless youth shelters. She has also held several positions at Lutheran Immigration and Refugee Service, where her work focused on services to unaccompanied minors, Special Immigrant Juveniles, refugees, and victims of trafficking.

Rosalynd originally hails from the great state of Ohio.
