NGA Center for Best Practices



The NGA Center for Best Practices teams and divisions develop innovative solutions to today’s most pressing public policy challenges. The center is the only research and development organization that directly serves the nation’s governors.


Key Services

Economic Opportunity Division



The NGA Center for Best Practices Economic Opportunity (EO) Division provides information, research, policy analysis, technical assistance and resource development on key issues relevant to governors and their staff across a range of current and emerging issues to advance economic opportunity for all states’ residents. These issues include economic development and innovation, workforce development, postsecondary education and human services for children, youth and low-income families.

Education Division



The NGA Center for Best Practices Education Division provides information, research synthesis, policy analysis, technical assistance and resources to governors and their staff on education topics spanning early childhood, K-12 and higher education. At the center of the division’s work are three core principles: equity, alignment and data-driven. The division focuses its work on five key initiatives: whole child; personalized education; human capital; standards, assessments and accountability; and governance and finance. Each initiative includes a range of focus areas that align with the needs of governors and their education policy advisors.

Homeland Security and Public Safety Division



The NGA Center for Best Practices Homeland Security and Public Safety (HSPS) Division provides governors and their staff with analysis and information about best practices, as well as tailored technical assistance and insights into emerging policy trends across homeland security and public safety.

Health Division



The NGA Center for Best Practices Health Division serves as a hybrid of a think tank and consultancy for governors and their staff on high priority health care issues. The Health Division provides state leaders with research, policy analysis, technical assistance and resources through multi-state projects, national convenings, in-state visits and publications. The work with states spans six core focus areas: public health (including opioids and maternal and child health); Medicaid and private health insurance; health systems transformation; behavioral health and social determinants of health; data and analytics; and health care workforce. The division’s work with states is funded by grants and corporate donations.

NGA Advocacy



The advocacy mission of the National Governors Association is to manage the state-federal relationship and governors’ key policy priorities to ensure that governors’ views are represented in the shaping of federal policy. NGA’s advocacy team maintains regular contact with congressional leaders and key administration officials, keeps up-to-date information on critical state-federal issues and coordinates state action on behalf of the association.
