Workforce Innovation and Opportunity Act

Dear Secretaries Perez, Burwell and Duncan:

On behalf of the nation’s governors, we write to offer the attached recommendations to guide the implementation of the Workforce Innovation and Opportunity Act (WIOA).

We applaud Congress for reauthorizing critical job training legislation that supports state efforts to increase employer capacity and grow state economies. It is imperative that federal rules, regulations and guidance reflect the flexibility Congress granted governors and local elected officials to design a job training system that works best for the unique needs of their citizens.

Our principles and recommendations prioritize consulting with governors, promoting flexibility and enhancing customer-focused service. We also offer recommendations to facilitate the transition to common performance measures, unified state planning and new state flexibility for federal workforce funding.

We appreciate the town halls, webinars and listening sessions that your agencies have held for state and local stakeholders throughout the country. As you work to complete rulemaking, governors are pleased to offer any assistance you may need from the National Governors Association and our offices.
