
Maureen Regan
Chief Communications Officer
Maureen Regan serves as Chief Communications Officer for the National Governors Association. In this role, Regan collaborates across NGA, Governors’ offices, and partner organizations to execute strategic communications that illustrate the impact of NGA’s programs and services. She leads NGA’s team of communications professionals in work to promote media relations, digital content, policy publications, and events.
Prior to joining NGA, Regan served as Deputy Director of Communications for Maryland Governor Wes Moore, where she led strategic policy communications across 32 State agencies. Prior to working with Governor Moore, Regan served as Communications Director for the Governor’s Coordinating Offices under Governor Larry Hogan, with a portfolio spanning communications oversight for community initiatives, small business development, and crime prevention policy.
Before serving under Maryland’s Governors, Regan led several special projects and crisis communications initiatives related to Maryland’s COVID-19 pandemic response, which in total served 1.5 billion impressions across traditional and digital media and drove nearly 92% of all eligible Marylanders to be vaccinated at the height of the pandemic. She also led the State’s content strategy, data visualization and data transparency efforts for the State’s official COVID case tracking website, coordinating among State agencies, public health professionals, and data and technology experts to deliver clear, accurate, and timely information for more than 6 million Marylanders.
Regan served for nearly 10 years with the Maryland Department of Health, where she helped expand the scope of communications services, created new visual identity, and implemented brand best practices throughout the 6,500-employee department. She also supported program advocacy and literacy through policy-savvy, data-informed, and stakeholder-driven communications products—whether educational, technical, or news.
Regan earned her Bachelor of Fine Arts from Emerson College and is in pursuit of her Master of Fine Arts from the University of Baltimore.
