Anna Heard

Policy Director, Health

Anna Heard serves as the Health Policy Director in the National Governors Association (NGA) Center for Best Practices where she leads the health team covering healthcare, public health, behavioral health, and health workforce policy issues. The NGA health team supports Governors’ Health Policy Advisors by identifying and sharing best practices through technical assistance, projects, and convenings.

Before NGA, Anna served as a federal health consultant at Deloitte, where she supported federal clients with healthcare transformation. Anna also has legislative experience from her time as a fiscal policy analyst with the Senate Committee on Ways and Means at the Massachusetts State House where she worked on public health, mental health, and disability policy issues. Anna earned her bachelor’s degree in economics from Tufts University and her master’s degree in public policy from Georgetown University.
