Jessica A. Davenport

Program Director, Homeland Security & Cybersecurity

Jessica Davenport serves as a program director in the National Governors Association (NGA) Center for Best Practices, where she oversees the Governor’s Homeland Security Advisors Council (GHSAC), Governor’s Cybersecurity Policy Advisors network, and coordinates the Council of Governors.

The Homeland Security Program supports Governors and their staff in developing data-driven, evidence-based solutions to their including a portfolio of projects centered on cybersecurity homeland security, emergency preparedness, emergency response, homeland defense, critical infrastructure protection, support of military families, and disaster resilience.

Jessica has nearly twenty years experience working in and with state governments, including nearly 15 years working for the Florida Department of Law Enforcement. Prior to joining NGA, she served as the Deputy Director of the Florida Fusion Center where she was responsible for overseeing all-hazard threat and vulnerability analysis, partner engagement, information sharing and analytic production. Previously, Jessica worked on the team supporting the Florida Homeland Security Advisor in coordination of statewide cross-sector domestic security planning, policy, and funding, and as the AMBER Alert and Silver Alert Coordinator for the State of Florida.

Jessica has a bachelor’s degree in Political Science and History from the University of Florida. She is also a graduate of Florida State University with master’s degrees in Applied American Politics and Policy and International Affairs.
