The state of North Carolina, in partnership with the National Governors Association Center for Best Practices (NGA Center) is working on an initiative on enhancing the State’s Lead-by-Example efforts, which is a state-led, multi-agency, planning exercise. The North Carolina team is collaborating with stakeholders and several outside experts to examine ways to enhance the energy resiliency of its Emergency Operations Center (EOC) located in Raleigh, NC. The EOC is critical to North Carolina’s successful response to energy supply disruptions, and the State expects to disseminate the lessons learned from this retreat to other municipal, county, and regional emergency management offices in the State. The purpose of this state retreat is to engage all the relevant state agency stakeholders to:
- Share background on the EOC facility and potential opportunities to enhance its energy resiliency;
- Refine the state’s vision, challenges, and goals from this process;
- Learn about possible policy solutions and identify the best policy options for the State to pursue; and
- Develop an action plan after this meeting on solutions to work on advancing the energy resiliency of public buildings, including legislative options.
