State Insurance Marketplace Options

States have regulatory oversight authority over large portions of their private health insurance markets. The NGA Center for Best Practices (NGA Center) works with states to help them understand the requirements, options and flexibilities that exist within federal laws and regulations. The NGA Center is helping states use policy levers to achieve their individual goals. For example, the NGA Center has helped states navigate health insurance marketplace models and network adequacy provisions within the Affordable Care Act to identify and evaluate policy options.

States all strive to make health insurance markets work and deliver good value for their residents. To this end, states require considerable flexibility, especially in the complex interplay with federal authorities. The NGA Center works to gather the input of states regarding what works, what does not and to share this information with others, including federal partners, to maximize state flexibility.
