The National Governors Association (NGA) supports governors and the crucial role they play in state Medicaid transformation. States seeking approval for broad changes to their Medicaid programs often face a lengthy, complicated (and sometimes confusing) negotiation process with federal officials.
The Future of Medicaid Transformation: A Practical Guide for States is the end product of an 18-month NGA policy academy and provides a framework for how states can design statewide transformation proposals that the U.S. Department of Health and Human Services is likely to approve. (The three states that participated in the policy academy, Alabama, Nevada and Washington, initially pursued Section 1115 waivers.)
