Michael Horder

Legislative Director

Michael Horder serves as a Legislative Director overseeing NGA’s national security and public safety portfolios where he advocates and engages on issues in cybersecurity, defense, homeland security and public safety.

Horder has over a decade of experience working in the public policy realm with a focus at the nexus of energy, agriculture and national security. Prior to NGA, Horder was a Legislative Director to Congressman August Pfluger (R-Texas) where he advised on foreign affairs and national security issues and helped establish Representative Pfluger’s legislative priorities and strategies, making him a leading voice in the 2021 freshman class.

Horder also served as Legislative Director for Congressman Mike Conaway (R-Texas), the former Chairman of the House Agriculture Committee and Senior Member of the House Intelligence and Armed Services Committees.

Horder has successfully delivered on key issues including securing bipartisan support on provisions to strengthen national security through the National Defense Authorization Act, supporting passage of the 2018 Farm Bill, establishing the Congressional Mach 1 and Carbon Dioxide and Enhanced Oil Recovery Caucuses, and passing the carbon capture tax credit update.

Horder holds a bachelor’s degree in criminology from Texas Tech University and has completed graduate work in international affairs and strategic studies. He has completed fellowships with the Atlantic Council, Wilson Center, and SAFE. Raised in Fort Worth, Texas, Michael currently resides in Washington, DC, with his wife. They can often be found hiking through the National Parks, fly fishing the rivers, or planning their next big adventure.
