Portia Pratt
Policy Director, Higher Education
Portia Pratt serves as Policy Director for the Higher Education program in the National Governors Association’s Center for Best Practices where she supports Governors, State Higher Education Executive Officers (SHEEOs), and state policymakers with technical assistance on higher education and policies supporting education to career pathways.
Before joining NGA, Portia was the Director of Learning and Innovation at Generation Hope where she led their technical assistance work with college and university leaders to increase supports for students who are parents. She has also taught in university classrooms for several years. Portia holds a bachelor’s degree in anthropology and peace, war, and defense from the University of North Carolina at Chapel Hill and a master’s degree in publication administration from the American University School of Public Affairs.
