Telecom Infrastructure Vandalism and Public Safety Impacts

Vandalism of telecommunications networks is a growing problem, driven by theft of copper and fiber optic cables for scrap metal. More than 800 incidents are reported each month. That’s 27 per day.

It’s not just a problem for the telecom industry, and it’s not just an inconvenience for customers. Even minor damage to telecom networks can cause major disruptions to systems and services that impact health and safety – like 911 systems and public safety communications; health care networks that rely on broadband connectivity for patient care; transportation systems, and more. Rural areas are particularly vulnerable.

NGA’s Economic Development and Revitalization Task Force hosted a briefing for Governors’ staff last week to provide an overview of threats and vandalism. Topics covered included:

  • How the telecommunications industry works with law enforcement to combat the trend.
  • Legislation that has been introduced in multiple multiple states to provide critical support. Legislation falls into a few broad categories: penalty enhancements, expanding the definition of “critical infrastructure” to include telecom assets, and metal recycler transparency policies – which aim to keep illegally obtained materials out of the supply.
  • How companies are putting aside competition to collaborate on this critical issue, holding national summits and joining forces to raise awareness among law enforcement, non-profits, policymakers and the public.

Governors are also acting. In addition to state laws, Governors are also advocating a federal response, supporting policies to provide states and territories the tools and flexibility they need to protect telecom assets.
