National Governors Association and Third Sector Select Four States to Enhance SNAP Employment & Training Programs 

WASHINGTON – The National Governors Association (NGA) and Third Sector Capital Partners (Third Sector) have selected Idaho, Maryland, North Carolina, and South Carolina to take part in the 2025 Policy Academy to Strengthen SNAP E&T Delivery. Through this policy academy, these four states will receive targeted technical assistance to identify and overcome obstacles that hinder the effective implementation of Supplemental Nutrition Assistance Employment and Training (SNAP E&T) programs within their jurisdictions. 

SNAP E&T, a federal program administered in each state, is designed to help SNAP recipients gain skills and find work that increases their economic mobility. While every state operates a SNAP E&T Program, states often experience challenges that limit their ability to take full advantage of available funding and flexibilities that are part of the program, which can make it difficult for service providers to serve recipients. By facilitating coordination between the Governor’s office and key workforce and human services agencies, the policy academy will help states unlock opportunities for SNAP recipients so they can achieve economic self-sufficiency. 

“Governors across the country are focused on removing barriers to workforce entry so that all their constituents can achieve economic mobility,” said Timothy Blute, Director of NGA’s Center for Best Practices. “NGA is excited for the opportunity to provide support to state teams from Idaho, Maryland, North Carolina and South Carolina as they work to ensure that recipients of this program are receiving the resources needed to thrive.”

NGA and Third Sector will provide comprehensive support to each participating state team through: 

  • Establishing an action plan for how each state will meet goals for expanding access to SNAP E&T programs;  
  • Providing coaching support with each state team as it develops its plan; and  
  • Hosting cohort webinars so that state teams can engage in peer learning as they develop their plans. 

This policy academy operates under the joint leadership of the NGA Center’s Children & Families and Workforce Development & Economic Policy programs.
