As a national partner in the Partnership to Advance Youth Apprenticeship (PAYA), the National Governors Association Center for Best Practices (NGA Center) is launching a Policy Academy to help states and territories advance high-quality youth apprenticeship opportunities. States and territories are invited to assemble an interagency team, including a representative of their Governor’s office, and apply to receive up to a $50,000 grant award and technical assistance to achieve the Governor’s policy goals for youth apprenticeship over a 12-month project period. State/territory teams will receive technical assistance to execute their proposed scope of work; undergo a curriculum and participate in programming that will highlight policy options for Governors to consider; and engage in in-person and virtual peer learning opportunities.
Policy Academy Period: September 2025 – August 2026
Eligibility: All U.S. states, commonwealths, and territories in good standing with NGA are eligible to apply.
Application Deadline: Completed applications are due by Monday, June 30, 2025, by 11:59 pm Eastern Time.
