Infrastructure Implementation Resources

As Governors lead on implementing the Infrastructure Investment and Jobs Act (IIJA) and other state and federal infrastructure measures, the National Governors Association will be continuing to provide timely and actionable resources, create opportunities for Governors and their staff to convene and collaborate, and maintain relationships with critical federal, state, local, and private sector stakeholders. This page will serve as a one stop shop for information on all these efforts.

Department of Transportation

On October 6, 2026, FHWA released a Memorandum for the Ferry Boat Program (FBP) FY26 Full Year Distribution of Funds. The Infrastructure Investment and Jobs Act (IIJA) authorizes funds for the formula-based FBP for the construction of ferry boats and ferry terminal facilities. Funding can be used to design and construct ferry boats, acquiring right-of-way, constructing ferry terminal facilities, including ferry maintenance facilities, and other activities. The FHWA distributes FBP funds annually based on a formula contained in law. With this distribution, FHWA announces how much funding is available to each state for each ferry system. FHWA, however, does not release the funds and obligation limitations until projects are ready to be obligated. In total, $185 million is made available for FY 2026.
