John Carney was sworn in as the governor of Delaware on January 16, 2017.

Before serving as governor, Carney served as Delaware’s only member of Congress since 2011. Prior to Congress, Carney served two terms as Delaware’s lieutenant governor. Under Delaware Gov. Tom Carper, Carney served as secretary of finance and deputy chief of staff. Before that, he was deputy chief administrative officer for New Castle County, and served as staff for Sen. Joe Biden. In his roles, he has helped Delaware earn its first ever AAA bond rating, played a key role in the purchase of the Port of Wilmington, and worked to cut taxes nine times.

Carney was born in Wilmington. Both of his parents were educators. Carney earned a bachelor’s degree from Dartmouth College and holds a master’s degree in public administration from the University of Delaware. Carney currently lives in Wilmington with his wife, Tracey. They have two sons, Sam and Jimmy.


Tracey Quillen Carney became the first lady of Delaware when her husband, Governor John Carney, was sworn in on Jan. 17, 2017.

Mrs. Carney enjoyed a long tenure at Wilmington Friends School in Delaware, where she served as a senior administrator. She left her position at the school to take part in the unique partnership opportunity presented by her husband’s service as governor.

Prior to her service at Wilmington Friends, Mrs. Carney worked for 15 years for then-Senator Joe Biden, both in the District Office in Wilmington, and on the Judiciary Committee staff during Senator Biden’s term as chairman. She focused on writing projects, including correspondence, press releases, commemorative legislation and speeches.

Mrs. Carney has a B.A. from the University of Pennsylvania, where she earned summa cum laude and Phi Beta Kappa honors and received the Ronald J. Caridi Memorial Award for scholarship. She has served on the board of managers of the Downtown Wilmington YMCA, the board of directors of the Delaware Historical Society, the board of the Association of Delaware Valley Independent Schools (ADVIS), and the Publications Working Group of the Friends Council on Education.

The Carneys have two sons, Sam and Jimmy.
