Virtual Event: 30 September – 1 October, 2020
The National Governors Association and the Institute for Work and the Economy are hosting an On-Demand Workforce Virtual Forum on Wednesday September 30 and Thursday October 1 from 3:00-5:00 pm ET each day. Beginning in 2018, nine states — Alabama, Colorado, Connecticut, Hawai’i, Illinois, Maryland, Pennsylvania New Jersey and Virginia — have been participating in the State Collaborative Consortium to Understand and Support the On-Demand Workforce, working to analyze and understand the on-demand economy in their respective states and identify policies to support economic opportunity for on-demand workers.
The on-demand workforce encompasses many workers in non-traditional work arrangements including those who do not receive a W-2 tax form for some or all of their compensated work, like entrepreneurs and the self-employed. In general, on-demand workers face greater financial instability and lack many protections available to workers with formal employment agreements under federal law. These challenges are likely to be exacerbated by the economic crisis brought on by COVID-19 and states should consider this critical sector of the workforce in their workforce and economic recovery agendas.

This will include policy options explored in our recent publication, Understanding and Supporting the On-Demand Workforce, as well as new challenges and opportunities emerging as a result of COVID-19.
