David Engleman serves as a policy analyst on the NGA Center for Best Practices‘ Homeland Security & Public Safety team. He primarily focuses on criminal justice and public safety issues.

Prior to joining NGA, David was a law clerk at the Maryland Office of the Public Defender, the Southern Center for Human Rights, and the Louisiana Capital Assistance Center. David holds a law degree and a bachelors’ degree from the University of Texas.

David originally hails from Texas.
