Jessica Rackley

Jessica Rackley serves as a program director at the NGA Center for Best Practices, working on energy, infrastructure & environment issues.

She has more than 14 years of experience in energy and environmental policy analysis and currently works to help states identify solutions to a range of policy issues focused on clean energy, energy efficiency, electricity storage applications, air regulations, nuclear energy and utility business models.

Her past experience includes working on policies and regulations to encourage the greater deployment of distributed energy resources, and involving air regulations with an emphasis on greenhouse gas legislation. Prior to joining NGA, Jessica was a manager at the consulting firm, ICF International.

Jessica holds a B.A. with a double major in environmental science and environmental policy from the University of Virginia.

She hails from Virginia by way of Florida.
