NGA Solutions: The Center for Best Practices had a meeting focused on transforming state postsecondary financing policies to support institutional change. The meeting brought together policymakers and higher education leaders from 15 states to learn from promising programs and policy models. The event was held in Portland, Oregon, on the afternoon of June 5 through noon of Friday, June 7 and explored the issues of state higher education funding, institutional adaptation and its input into planning, and incentive structures to support both institutional capacity and student success.
The objectives of the meeting were to exchange best practices across states and learn from subject matter experts on current postsecondary financing strategies; explore opportunities to create a comprehensive approach to state talent financing which integrates institutional input/feedback in implementation and review; and to examine strategies to invest in student outcomes, especially for adults, low income students, and students of color.
